QSM has been inactive for a couple of months on the racing aspect of the game, and that isn't going to change in the near future. In fact, tomorrow the team will lose it last remaining points thus clocking off on 0.
However, as you all can see I have quite a bit of money in my bank-account and a wise man once said money has to be spend.
So I will enlighten you all with a new project, called the art of scouting.
With reaching the lowest point on the OCM-ranking the team now has the possibility to see all riders on the hire-list, and isn't hindered by the 250-places limit anymore. (in regard to released riders from lower-ranked teams)
This is a key situation in this project, as we will solely target released riders.
It has been said scouting in this game isn't worth it (win/loss balance) but I am intending to proof that isn't necessarily a true statement.
By carefully handpicking riders released by so called 'n00b-teams' we will try to filter out the crap as mush as possible. I will guide you all and explain why I specifically scouted that particular rider, or riders from that particular team.
The main goal is to be at least break-even, or even win some money with selling a few good talents.
Obviously, I haven't gathered all this money to throw it all away. When I realize I am making a serious loss on this project (+-200k), I will abandon it.
It's my intention to have a series of PR's on this matter, publishing and commenting on all scouts I did, the good and the failed ones.
Now, I will start out with a few basic principles:
-Only scout riders who are 23yo (and not close to 24)or younger. There is not a big market for 24/25yo's.
-Try to focus on 30/31(/32) average riders. It isn't proven by any means that those riders have a slightly better chance at being talented, but I know some managers (I am 1 of them) have a gut-feeling that is the case.
-Once you've found a talent, you'd be better reluctant of scouting any more riders from that same team, the chance there is another talent among them isn't that high statistically
My intention is to start tomorrow, but as you all know scouting can be quite addictive and I had a quick look on the hire list. (sorted from cheap to expensive). As i started going through some pages of 'recently' released 29k riders, I noticed a few Belgian riders being stuck together. I checked the previous team and thought it could be worth a shot. I looked for all riders of that team and noticed there was only 1 of them younger than 23. I decided to scout him and this was the result.

As you can see, I shouldn't have any problem selling him in 30 days so I hired him.
In hindsight, this wasn't a good decision of me because a few parameters weren't good enough and I shouldn't have scouted him but I got carried away. Anywho, I got lucky and got away with it.
I'll try to update this PR or do a few new ones in the coming weeks. Keep an eye open from them if you're intrigued.

While going through the hire list sorted from cheap to expensive I noticed a guy with a 31AV and only 23yo. When I checked his formze team I noticed it had hired 2 staff members, and hired 3 riders and released 1. Knowing you start with 100k that makes: 100k -40k (2*20k staff) - 2*+-32k for riders. It had achieved about 10k on pricemoney so taken that into account it had about 3k left on the bank account, so I was quite sure this rider wasn't scouted yet. (You could think it was released from a cheat-team, but the rider was released 3 weeks ago so that isn't the case, or it's a lazy cheater who didn't bother picking him up) So I decided to scout him and this came up:

Sorted the team list on recent teams and bumped into a team with only 9 riders and no money left, those are always a bit interesting. 2 riders already on the hirelist so I scouted the youngest one.
